What is this and is it a graphics card or RAM that makes this number higher?

Just now ive got a laptop so - ATI Radeon HD 4200

But im planning on getting a new pc (desktop) - AMD Radeon HD 7570 1GB DDR5

that means you are using only 300 mb and you can use to 800 mb.
