    Delete Traffic policer, Arrest Manager and Smart Radio. They are outdated, don't have the features you need, cause game instability, eat up memory and are generally not good.

    Traffic Backup and K9 features are in Ultimate Backup. Install Bejoijo's mods here:https://www.bejoijo.com/
