The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hello all. I'm pretty certain the infinite loading screen is caused by an outdated mods folder. I forgot how to update it if someone can assist me. Thank you in advance. 

In order to update the mods folder, you just delete the old one and place the new one in. The annoying thing is just that you will need to put in all your mods in again.
