The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I haven't seen anybody make a single San Diego Police Pack. From watching YouTube videos and looking up images, I know they use Crown Vics and Explorers. I'd say maybe a pack with at least one crown vic and perhaps their newest 2020 explorer? They also use Valors on all of their FPIUs.

 

Whoever decides to make this, you can choose ELS or Non-ELS, it doesn't matter.
