Start looking at the Ragepluginhook documentation and looking at the series of Albo1125 (there are 5 tutorials) that will help you a little to understand how everything works. When you are working on the plugin I also advise you to look at the questions of the other programmers of the site (API Development section) where they exchange opinions and clarify doubts.
