Main menu pops up asking if I want to play story mode, shortly after clicking story mode game will crash. Game works after deleting ScripthookV but not with new updated version installed. Yes I have installed the latest version, I checked many times lol. 

Do you have any other mods, such as a mod folder with OpenIV?

Yes I do have a mods folder that I've used with OpenIV

Try removing that, see if it is still crashing.

Game will load properly without mods folder. Is there a fix for that, that you know of?

Well, the cause isn't ScriptHook then - It's your mods folder.

Thanks for the help man. Started re doing my whole mods folder. Odd though since I hadn't changed anything since way before the update

Most likely, the structure of the main folder has changed, which may break the mod folder.
