I just did a clean install of GTA V and LSPDFR, but I am having a problem with ELS. When I hit J, none of the lights work. But, when I hit E sirens go off and brake lights flash, like vanilla police cars. I installed all VCF's and ELS properly. Any ideas?

Are you talking about the ELS file with pack default in it?

No. Similar to where your RPH log is found another text document named ELS should be there.

I do not see one.

 

Okay so, both the issues you describe and the absence of this log suggest ELS has been installed incorrectly. Don't worry though I did this myself and it is easily done.

Below is a video which goes through the installation process step by step and is very easy to follow.

Please watch it and try to be patient - I know they are sometimes boring!

Can I suggest you remove all your ELS files before you start this fresh installation.

I figured out my problem. I was missing a couple of ScriptHookV files. For some reason, I only had dinput8.dll. Thanks for your help.
