If you mean an addon - unfortunately there's no one i think 

I have the LAPD Mega Pack by Osc4ar if that is what you are referring too.  I have 2 folders, one for Replacements and the other folder is add ons.  You can make a vehicle that is for replacement (Police2 for example) and make it an add on.  Basically you just change the 3 file names ( the .ytd .yft and Hi yft or Hi ytd files of the car) to whatever you want (ftuarus for example).  There are more steps then that though.  You would need to change the vehicles meta, maybe handling line, and something else.  And if it's ELS, drop the XML into your ELS folder.  There are videos on youtube that explain how to make a vehicle and add on.  I think there is an article on here to.  I'll see if I can find it.  So, Yes, you can make a vehicle that is for a police slot in the game and change the name, and make it an add on vehicle so it doesn't replace any in game vehicles.
