The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I'm trying to make this in paint.net but I have no idea how to create the black behind the letters. If any experienced paint.net users could help me that'd be great. Or if you have any tips on how to morph the word like this.

    Manual mode: Create the text again make it black and move it behind the original it will create a shadow effect.

    Or install this plugin and it will make the manual one for you.

    Or try with the drop shadow effetct in the Photo menu
