I'm new here, obviously, just recently discovered the videos of this mod on YouTube. I know absolutely zero about modding and nothing about computers but I have decided to buy a gaming PC as soon as I am able (work has me too busy to do so) because this looks awesome. I could use some tutoring if anyone can help

Hi Chip!

Welcome to the community, we're happy to have you here! There's a lot of things you can do, there's not really a one-size-fits-all guide - I'd recommend installing the vanilla LSPDFR mod first, getting comfortable with it, then expanding from that. You'd be surprised at what you can do!

We'll be awaiting your arrival once you get your PC!

Thanks for the welcome!! Could you maybe send me a link to this vanilla mod you mentioned? I've been trying to download them today but there's so many and I don't know what all to get. Nice to meet you by the way!

Sure! Here you go: 

The easiest way to think of it is this:

LSPDFR has Plugins that add to it, such as pedestrian interaction and much much more.
LSPDFR requires RagePluginHook (included) to run. LSPDFR is a Plugin in itself to Rage.

Therefore, the vanilla LSPDFR is simply LSPDFR without any other plugins inside of it. LSPDFR provides a basic foundation for other community creators to build from!

But I may need more help than just the forums. I'm so new I've never even owned a computer. I need specialized help. Like a mentor. I downloaded some cool looking mods and have no idea what to do.
