The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

when I thought I was done installing the mod and launched the game, it said it needs to be in the game files. I've looked through them but I can'r find em. I have the game installed via epic games.

    I'm sorry but I didn't notice something, my PC has both the users folder in my native language and in english and one contains epic games with gta and one contains but without.
