Problems with car mods (continued trouble)

Ive spent some time trying to find solutions to my problems in multiple places and have yet to fix my problem. I changed the "preloadmodels" to True and have tried to change the folders to read only but they keep changing back. The weird thing is that the cars are in sparkIV but never replace default cars. Not sure if this matters too much but the gta I have came from gamestop not steam like most. A quick fix to this problem would be appreciated cause I got this game for LCPDFR but its not much fun without real looking cars.

To change the game to moddable, you have to do the following steps.

1. Open the 2k Games Folder

2. Right click the GTA IV folder and click "Properties"

3. Go to the security tab

4. Press edit

5. Click your user

6. Check off most of the boxes

7.Save

Now see if you can change the car models.
