Can't change s_m_y_cop textures

Hello everyone, I actually can't remember the last time I made on topic on here but I've finally upgraded to GTA V modding.  That being said I'm having some troubles with changing the textures for s_m_y_cop with openiv.  The mod I have just changes the textures for the vanilla peds, nothing too crazy.  However when in game, it continues to use the vanilla textures.  A double check at the files shows that I installed them correctly as they show up in openiv's model viewer.  Then I thought "maybe the game uses a different location for this ped" so I looked at some other ped modifications to see if I used the wrong location or something but I used the correct location.  Anybody have any ideas because this is the only mod I have that doesn't work in game.
