I'm new to LSPDFR and I looked for this topic and could not find it. 

once I download the mod how do I start it up to play online? do I need to join a already made server? can I just start my own server? any help would be awesome. also is there a special way that I need to download the mod as well.

You can't play online with mods. You can be banned. When you want to play online make sure to remove all the non-original GTA 5 files (mods/plugin), included lspdfr.

I will point out that LSPDFR itself doesn't violate the Rockstar's Online Policy and most likely won't get you banned. However, RPH and SHV and even OpenIV do have a chance of getting you banned if you go online.
