The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I see this post doesn't have any answers yet but if you still haven't found out or if someone else needs to know I use Easy Loadout Continued found in downloads/scripts&plugins and it on the first page as of now. 

You can make several different loadout and save them.  Then when you want to use them press the plugins menu key and select the loadout you want to use.
