Hi,

 

You can try to install ENB which could enhance the lighting effects. 

 

Both flashlights using different lighting source textures. StopThePed's flashlight is more like the vanilla GTA V flashlight texture. However there's no way to change the brightness, but you could try to replace that texture with some other realistic textures:
