The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

All of my els downloaded cars are like this. Orange and white lights. But when I walk a little bit away they turn to red and blue (like they should be). Anyone know a fix for this?
