The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

your processor at a basic frequency of 2.6 gHz, requirement with frequency of 0.4 GHz less than the base frequency (required for GTA5 which is minimum 3GHz), the problem is this, I recommend or to remove plugins but also to lower the graphics settings, carefully recommended in your case (like mine) to disable vertical synchronization and all advanced graphics settings
