Pretty much as the thread title says, when I start lspdfr with traffic policer, my fps is way worse than normal. Any idea why, and, if so, a fix?

your processor at a basic frequency of 2.6 gHz, requirement with frequency of 0.4 GHz less than the base frequency (required for GTA5 which is minimum 3GHz), the problem is this, I recommend or to remove plugins but also to lower the graphics settings, carefully recommended in your case (like mine) to disable vertical synchronization and all advanced graphics settings
