Same here. After Rockstar Launcher updated and I have a Steam version of the game, the game itself just automatically updated to Complete Edition (GTA IV + TBOGT + TLAD), so there is no any LaunchGtaiv.exe file in game directory. But the UpdateTitle.exe worked fine and I was able to downgrade to 1.0.7.0 (GTAIV.exe properties states that the current version was 1.0.7.0). Still no luck in trying to start gta iv with LCPDFR 😞

Found a topic with possible fix

The only "fix" from that topic is to download the new "Hook Fix" that was released. Even with the fix, the game still gives me the error shown above. I downgraded to 1.0.7.0 with the "Hook Fix" installed still with no luck.

In case if you still have this issue:

 

Validate your files by right click on GTA IV on Steam, go to properties, find the tab that is related to files, and select the option of verify files. Steam should start the validating process and fix this issue. Once that is complete, don't downgrade your game, install LCPDFR 1.1 and this:
