LCPDFR / the ScriptHook is not supported on any other version than 1070 of GTA IV. Can't remember which version that is corresponding to in EFLC.

 

You need to use the base GTA IV or EFLC version. The new complete edition probably won't work.

    Probably installing the 1070 patch would work, however, I do not know for sure. You have to realise that GTA IV is almost 12 years old on the PC, it's bound to pass its "best-before" date.
