EUP or similar for GTA 4?

So, I haven't been getting GTA 5 on my disc to work and I can't put the disc in anymore anyway so I decided yesterday to try and get back onto GTA 4 and LCPDFR. I have been playing almost non stop yesterday and today and I was wondering if there is EUP or something similar for GTA 4. EUP was one of my favourite mods installed in GTA 5 and it'd be great to have something even slightly similar in my game. If not then I'm not too bothered because I might be getting GTA 5 on steam soon anyway.

 

I apologise if this is the wrong place to ask.
