AI police cars have low gravity.

I've just reinstalled GTA and a fresh copy of LSPDFR and RPH. With no other plugins. (Even tried removing trainer) the police vehicles can't move because they have extremely low gravity.

When I call for backup I can see the vehicle spawn in the air, and very slowly move to the ground, but can't drive.

In other posts I saw it was due to a trainer setting saying no wanted level, I made sure that was disabled, as well as removing the trainer entirely.

AI police motorbikes and my own police cars do not have this issue. Only the cars.

Are you sure you have no scripts that may be involved? Have you tried restarting your game?
