The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Yes it does work fine when playing on standalone gta, I have attached my Log to the first post.

Post your ragepluginhook.log. It's a text file located 2 steps below the Ragepluginhook application. It has the name "RagePluginHook". Don't rename it, just upload it here.

You have quite a few outdated plugins. Rename lspdfr folder inside /Plugins to _lspdfr and try again. Delete coderedcallouts. 
You should also get rid of arrest manager since you already have StopThePed. 
If none of the above helped and you are unable to track down the issue yourself post a new log.

I told you earlier to rename the lspdfr folder to _lspdfr inside your /Plugins folder. If that works it means the issue is one of the items inside /Plugins/LSPDFR folder. Use trial and error method: Put in 1 plugin, start the game and repeat. Then you'll know when it start crashing.
