Lately when I get into pursuits in LSPDFR I noticed that the AI units slow down and stay behind. They never have done this before. I checked the pursuit behavior and tactics are enabled. Is there a fix for this at all?

    I know this is VERY late...but have you made sure that in your Trainer, you have Everyone Ignore Player and Never Wanted disabled? This can cause issues with the backup.
