The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Packfile Limit Adjuster: https://www.gta5-mods.com/tools/packfile-limit-adjuster

For the last two, just drag and drop into your GTA 5 Main Directory.
For the gameconfig, follow the readme included and use the Means Base one to replace.
