So RPH will open when I turn my internet off, but steam or gta will not allow me to run gta without internet, if I turn my internet on it will not open RPH period it will not even give me the option to go to settings

So, it started working, but now I have another problem, when I go on duty lspdfr crashes if I open the eup menu, get in a car, request a call, basically anything in do expect walk around.
