where does the audio goes? Place the Audio folder into the location specified........... lspdfr then audio?

All LSPDFR plugins need to be in the 'LSPDFR' folder (in 'plugins'). The infobox and README say this is an LSDPFR plugin and that that path should be used for the DLL. So, perhaps you should know for which platform you made the plugin?

my bad i thought i had fixed that read me txt, the blainecountyfiretones folder and dll file needs to be in the plugins, so paste both file and folder into the plugins and thats it

So in that case, this should be marked as a standalone plugin, and you should be starting the plugin itself via RPH rather than LSPDFR.
