    After a week to 10 days after the issue, trying everything I figured it out myself. The problem was that there seems to be a max amount of items there can be in the hierarchy. When you exceed that number, it starts doing really random stuff. I model my cars for FiveM mainly and test them in there, so I'm not sure if it's a problem with that, or if it's a known GTA problem in general, but combining some items that could be combined solved the issue for me. I don't know how it decides to randomly turn stuff into sirens, but another example I got with the problem was that when I added a bobble head, random stuff started bobbling:  https://gyazo.com/1298343af23828c1faba1de0e0544a44

    What is Project Arizona DPS?
     Project Arizona DPS is a variety of liveries and themed skins based off of Arizona DPS that will be released throughout the next year(s). This project accounts for multiple vehicle models, vehicle skins, and peds. Taking into account the previous and current styles of the department, the current team will be creating vehicles and peds to well represent the state. All skins will be released upon completion. When everything has been completed, all files will be put into one large mega pack. That being the Project Arizona DPS pack. 
     
    Release Date(s)
     Currently, the Project AZ DPS pack has no release date. Proper models of vehicles and peds are needed to even make the project happen. Making the project's length further. 
     
    How to get involved
     If you are looking to get involved in Project Arizona DPS there are certain things that are needed, in which the team may not be able to complete. These mainly being fonts, modeling and such. If the team does require assistance I will contact any person who takes the poll and agrees to it. Remember if you are interested in this project, be sure to follow it to get constant updates of progress.
     
    Status of Skins
     Below are the listed items that are currently planned for use. Please keep in mind more may be added in the future. Each section has the following color themes based on completion. Red being no available model or resources to create the current concept. Orange being resources available, but the project has not begun. Yellow being project work has begun on the current item. Green being the item or model is completed and most likely released.

    I cannot wait for this thank you so much caine for the hours you have put in ! it is much appreciated! I just wondering if it will be able to be used with els v6 cars cause there are sooo many great models out there I would hate to have to use completely new ones! also the police department in my city (Coon rapids, Mn) only has the rear lights on the light bar flashing during traffic stops that would be a really cool feature if that is at all possible! Thanks again for your hard work!

    Why pay? There's no need to offer money. What If someone gives you the finished skins (but then you'll find they're bad done or have bugs) and you pay him?. PUM; robbed. People can do this for free 100%.

    Since many people hate the fact that there is no police-scanner action in game, I'm gonna teach you how to have soem sweet radio talk in the background, when you're on patrol.
    We will listen to the NYPD radio over internet, this is legal.

    Now, GTA IV doesn't accept M3U files anymore, so we will have to have a program running in the background. Use what-ever program you'd like to use, for example Windows Media Player or iTunes. For this tutorial though, and for my own game, I'm going to use VLC. You can get it from here.

    First Step:

    Download VLC or any media player of your choice. I'm going with VLC, from here.

    Second Step:

    Open your media player, in this case VLC and go to "Media > Open Networkstream..." (or similar on other media players)
    What you want to do now is enter the following address into the field...


    http://relay.radioreference.com:80/931287466
    ...and hit Play.

    Now you will have a police scanner running in vlc. If you don't hear anything, don't worry, they don't always talk; just wait a bit.

    Third Step:

    Open GTA IV and play. You might wanna adjust the volume of your media player so it isn't too loud ingame.
