Also I should point out to you, that Traffic Policer and Arrest Manager is outdated and might cause additional problems and crash causes. Think about uninstalling these cause they also draw warning into the .log just because of your game version.

I previously turned on "Apply Effects" in XScanner settings, which caused the robotic sounds of Scanner Audios, however, as soon as is turned these settings off, I did not encounter the crashes again.

Change settings in lspdfr.ini "Main.DisableGameBlipHiding" from "False" to "True".
Update your callouts. (Campus, Deryll, TACSIMS Casual).

Also think about deleting callouts/plugins, which haven't received an update yet.
(Callout Manager, Code Red Callouts, Tacco Highway Callouts)
