I haven't seen a mod that fixes this so I did it myself:
Fix the 6 incorrect models in the Most Wanted side missions that don't match their mugshots.

Although the wiki says that almost all the models in this side mission are wrong, only 6 out of 30 are. In GTA IV, the models have many variations in heads, skin tone, and props, which gives the impression that it's an incorrect model, but that's not the case; only these 6 are wrong.

With OpenIV put mostwanted.sco in pc/common/data/cdimages/scripts.img
