Add an optional, constrained AI dialogue layer that allows players to type short questions or statements during civilian interactions (traffic stops, street encounters, witness interviews).
Activated only during “talking” states
Game time slows while typing (similar to weapon wheel)
Player inputs free text (not menus)
NPC responses are AI-generated but heavily constrained by:
role (suspect / witness / civilian)
emotional state (calm, nervous, hostile)
compliance & stress
current legal context

This system does not replace LSPDFR mechanics.
Arrests, legality, warrants, and callouts remain fully scripted

Increase replayability and immersion by making conversations feel less scripted and more uncertain, especially during traffic stops and investigations.
