    Have you tried disabling your antivirus? And if so, do you have all the permissions activated in the properties of your GTA 5 folder?
     
    Right click the GTA V Folder → Click Properties → Click Security → Click Edit → Check all the Allow boxes for the permissions
     
    I had the same problem and when I deactivated Avast and activated all the permissions everything worked fine again. 🙂
