Solutions

  1. BigDodgy's post in LSPDFR crashes about 10-15 minutes into play (system_AccessViolation) was marked as the answer   
    I did some testing, and it seems that it works properly as long as I dont use the LSPDFR stop traffic function (in the "M" menu) and only use the Stop the Ped one instead. I had an unrelated crash which put a stop to testing but I believe this is the problem. I'm going to do some more testing tonight to confirm.
