Solutions

    So the problem was, in this collection there is another pack i used, wich had the same <namehash> in the dlc setup2.xml, i changed it to something unique, also remember to changed it inside the content.xml here <changeSetName>.

    To be sure, just search and replace the previous namehash in those two files

    So the problem was a duplicate region in two different custom agency. removing the duplicate resolved the issue
