Hi again.. so I actually solved my issue
my OCD took over and i couldn't sleep until i fixed it (system admin here lol )
so with the event viewer i was seeing it had something to do with a missing file but couldn't figure out what file
 
what i did was i downloaded the manual zip for LSPDFR file that had everything already in there (including all the RAGEPlugginhook files
 
what i noticed in that the RPH file zip i downloaded from discord is missing some .dll files that I'm assuming are needed for the exe file to load (hence the 'filenotfound" line in the event viewer error )
 
i did some testing again and again,
steps were I uninstall gtav and reinstalled fresh .
copied over the rph files from the zip downloaded from discord
added the exceptions in AV
 
-ran the exe and that gave me the same issues as earlier "rph doesn't do anything after accepting disclaimer, in windows even viewer logs shows same errors"
 
-uninstalled gtav removed all rph files
-reinstall gtav fresh

this time I copied all the files from the LCPDRF zip but excluded the actual RF plugin so everything but plugin and LCPDRF  folders.
 
ran the rph exe and after disclaimer accept  ragepluginhook opens the main settings to do whatever there is to do .
 
so i checked both zips and its contents side by side and these were the missing files from the zip on discord
and maybe some of these are not needed I don't know but today ill removed files one by one to see what happens

Thats as far as my testing went , i have not tried to load any plugins so far , Ill be testing this today, BUT I did manage to fix the fact that rage app wasn't even coming up and giving an error
