Solutions

  1. VampireCow's post in RAGEPluginHook just not starting. was marked as the answer   
    So I managed to solve the issue. The issue was that the RPH was always being opened as admin and I unchecked the box in properties but still did. I gave the user on windows full access to the folder which allowed me to start it normally and it worked.
