    I had the same problem as you and I searched tirelessly. I saw posts that said to remove the custom folder container (where the agencies, backups of eupfr are located). But still the same problem. So I had the idea to put back the original backup.xml file in the data folder of LSPDFR and now it’s working. 
      For eupfr custom file, follow this path : C:\SteamLibrary\steamapps\common\Grand Theft Auto V\lspdfr\data\custom and delete all files located in custom. 
    I hope it works for you too.
