The Kortz Center is one of the most prestigious and secretive cultural institutions in Los Santos. Set high in the hills of Vinewood, the center is a sprawling, modern museum and private gallery complex, home to a collection of priceless works of art, rare artifacts, and cutting-edge technology. Originally established by the reclusive billionaire Gregory Kortz, the center is not just a place to display art, but also a reflection of Kortz’s vast fortune and influence in both the public and private sectors.
Though the Kortz Center is open to the public for select events and exhibitions, its true nature remains a mystery to most. Behind the polished marble walls and gleaming glass, dark secrets abound.

History
Founding and Early Years (1999)
The San Andreas Security Administration (SASA) was established in 1985 after the infamous Chumash State Capitol Incident, where armed assailants breached the San Andreas Capitol Building and held state officials hostage. This shocking event exposed significant vulnerabilities in the state’s ability to protect its critical infrastructure. Governor Richard Stanton signed the State Infrastructure Protection Act, officially creating SASA as a specialized division under the San Andreas Department of Public Safety.
In its early years, SASA was modestly staffed, with only 250 agents, using repurposed Vapid Stanier sedans and minimal tactical equipment. Led by its first Director, Harold Grayson, SASA focused primarily on securing government buildings like the Capitol and state courthouses.
Expansion Era (2000-2010)
In 2003, following the attempted bombing of the Tataviam Mountains Dam, SASA underwent a major restructuring under Director Elena Marquez, a decorated former SAOEM/NOOSE Commander. Marquez expanded SASA’s mission to include critical infrastructure protection and established the agency's first Special Response Team (SRT).
SASA acquired Ford Crown Victoria's for patrol and response operations.
Specialized units received access to Humvee's for high-risk missions.
SASA gained national recognition in 2007 during Operation Iron Tide, when its agents foiled a coordinated cyber and physical attack on the Palmer-Taylor Power Station. Agent Marcus "Sarge" Flint, now a legend within the agency, led the tactical team that neutralized the threat, earning him a Medal of Valor.
Modernization and Technology (2011-Present)
Under current Director Renee Carter, SASA has embraced cutting-edge technology to address modern threats like cyber-attacks and terrorism. Key developments include:
Establishing the Cybersecurity Division in 2015 to counteract digital threats.
Deploying Buckingham Maverick helicopters and UAV drones for enhanced aerial surveillance.
Acquiring a fleet of 2022 Chevy Tahoes SUVs equipped with onboard computers, ALPR (Automated License Plate Recognition), and reinforced armor.
SASA’s 2020 Tactical Infrastructure Report revealed plans to bolster security at high-value locations like Fort Zancudo and the Kortz Center, citing growing geopolitical tensions.

The Vespucci Police Department (VPD) was founded in 1992 following the reorganization of local governance, which saw Vespucci and Del Perro secede from the City of Los Santos to form the independent City of Vespucci. The newly established city absorbed portions of Pacific Bluffs and the surrounding coastal areas into its jurisdiction. With this independence came the creation of the VPD, tasked with providing public safety and law enforcement to a thriving urban beach community.
The VPD operates out of a joint facility county jail in Vespucci, shared with Los Santos County Sheriff's Office & the San Andreas Highway Patrol, as well as a satellite station on the Vespucci Beach Boardwalk, which serves as the hub for community outreach and patrol operations. The department's jurisdiction includes Vespucci, Del Perro, and Pacific Bluffs, extending its patrols to ensure safety on land, water, and in densely populated urban areas.
Today, the VPD boasts a workforce of 45 sworn officers and 8 civilian employees, including community service officers, forensic specialists, and administrative staff. The department operates out of its iconic headquarters in Vespucci and oversees operations ranging from beach patrols to advanced criminal investigations.

The Blaine County Sheriff's Department (BCSD) recently unveiled a major upgrade to its fleet, marking the beginning of a new era in local law enforcement. This modernization effort introduces advanced, specialized vehicles tailored for the diverse demands of Blaine County’s rugged terrain, vast highways, and small-town communities. Here’s a glimpse into the new lineup and the story behind it.
The BCSD has invested in cutting-edge technology and updated vehicles to meet the needs of today’s deputies, enhancing response times and officer safety across the region. Leading the pack is the 2020 Ford Police Interceptor Utility (FPIU) in both standard patrol and sleek ghosted variants. These SUVs are perfect for high-visibility patrols in areas like Sandy Shores and Grapeseed, while the ghosted model provides a lower profile for tactical operations and special assignments.
The department has also retained the 2016 Ford Police Interceptor Utility models, known for their versatility and durability. 7 models remains a dedicated patrol vehicle, while 3 have been outfitted as K9 units to assist with narcotics detection and suspect apprehension in the rural outskirts.
A new addition to the BCSD’s resources is a Mercedes Sprinter Van Command Center. This mobile headquarters will serve as the department's operational hub during large-scale incidents, community events, and tactical situations. Equipped with state-of-the-art communication systems and strategic planning tools, the Command Center allows officers to coordinate efforts on-site, improving response coordination across the entire county.
To support ground units, the BCSD has also introduced two AS-350 helicopters for aerial patrols, code-named "Alamo 10" and "Alamo 11." Alamo 10 is designated for West Blaine County, covering rugged regions like Senora Valley, Lago Zancudo, & Grapeseed, while Alamo 11 patrols North Blaine County, covering rugged regions like Mount Chiliad and Raton Canyon. These helicopters enhance the department’s search and rescue capabilities, allowing rapid response to remote areas that are otherwise challenging to reach by ground. Equipped with thermal cameras and spotlight systems, they provide crucial support for tracking suspects, assisting stranded hikers, and surveying traffic.

Blaine County Fire Department Welcomes New Fleet of Advanced Firefighting Equipment
Blaine County, July 7, 2024 – The Blaine County Fire Department (BCFD) is proud to announce the addition of a new fleet of firefighting apparatus to enhance its emergency response capabilities across the county. The new equipment, which includes four Sutphen Heavy-Duty Custom Pumpers, two SPH 100 Aerial Platforms, two Rosenbauer Rescues, and five Dodge Ram command vehicles, is now fully operational and ready to serve the community.
New Fleet Details:
1. Four Sutphen Heavy-Duty Custom Pumpers:
Engine 41: Stationed in Paleto Bay, this pumper is equipped with state-of-the-art technology for efficient firefighting and rescue operations. Engine 42: Based in Sandy Shores, it features advanced pumping capabilities and storage for essential firefighting tools. Engine 43: Serving the Chumash area, this engine is designed for rapid response and versatility in various emergency scenarios. Engine 44: Positioned in Harmony, this pumper offers robust performance and reliability for the community. 2. Two SPH 100 Aerial Platforms:
Tower 71: Located in Paleto Bay, this aerial platform provides superior reach and stability for high-rise firefighting and rescue missions. Tower 74: Stationed in Harmony, it enhances the department’s ability to respond to fires and emergencies in tall structures and difficult-to-access areas. 3. Two Rosenbauer Rescues:
These rescue units are designed to rotate around the county, ensuring that all areas have access to advanced rescue capabilities when needed. They are equipped with cutting-edge extrication tools and medical supplies to handle a variety of emergencies. 4. Five Dodge Ram Command Vehicles:
Battalion 1 Chief: A Dodge Ram assigned to the Battalion 1 Chief, ensuring quick and efficient command and control during emergencies. Battalion 2 Chief: Another Dodge Ram for the Battalion 2 Chief, enhancing coordination and leadership in the field. Assistant Chief: This vehicle supports the Assistant Chief in overseeing departmental operations and incident management. Deputy Chief: The Deputy Chief’s Dodge Ram is equipped with advanced communication and navigation systems to support strategic decision-making. Fire Chief: The Fire Chief’s vehicle ensures top-level oversight and coordination of all fire department activities and responses.
