Im new to this MOD and was wondering is there a specific button or way to arrest a fugitive or can you only shoot

Aim at somebody and hold E. After he is on the ground, go up to the ped and hol E to cuff them.

Did you read my initial response to this topic above? The current ecosystem makes it impossible for LSPDFR to make it to consoles.

Your request should be addressed to both Rockstar Games and console manufacturers. Without console mod support by the Rockstar Games, any modding isn't possible.
With the sandboxes by console manufacturers on their console platforms, modding without/beyond title support isn't possible.
Only when at least one of these things has happened is it worth asking us.
