They update their game. Modders have to change their hooks around it. In this case, a few established memory patterns broke, although the impact to LSPDFR itself was minimal.
There was very little to no error handling on the SHVDN side to their memory patterns breaking which has led to a large uptick in support queries (it also does not help most users don't even know they have it installed). Something around vehicles/sirens changed, impacting ELS and SSLA. And the usual game recompilation which leads to SHV and RPH needing updated. None of these changes are "intentional" on the part of Rockstar, the breakage is a consequence to how mods for GTA V work. They cannot be expected to not touch their game code in fear of breaking the modding community, especially when the modding community recovers so quickly.

Rockstar probably does not give too much thought on people who have made mods for their game when they update it, and that's okay. We are a small community compared to the target audience of their game updates (GTA Online players). It would be great if somehow singleplayer and multiplayer were separated a little, but they're not.
