My buddy is telling me to uninstall it then do one thing at a time and basically launch the game then exit add the next so forth, so forth. But anyone with EUP knowledge please give your input and also if this has happened to you!

Ah so it is one of the mods then. If you want to figure out which mod is causing it, you will have to try them one by one.

It sound like it is most likely the car pack. Can you rename your mods folder in your game directory to something else temporarily and see if it launches then?
Also does the same happen if you launch GTA without starting RPH?
