    In your Grand Theft Auto V folder there will be a file called startup.rphs.  You can edit this with a normal text editor and you can insert one command on each line (for instance, commands to load plugins).
    An example:
    LoadPlugin "LSPD First Response.dll" LoadPlugin "Fancy Plugin.dll" LoadPlugin "Some Other Plugin.dll"

    Callouts.Multiplier = 250
    That is my number, you can go higher, maybe even 1000 or more? Didn't try that.
