Solutions

  1. SealOfGondor's post in Police cars is missing from the garage and Commands Glitching was marked as the answer   
    So, first I'd start with reinstalling LSPD:FR to rule out the possibility that it's files are damaged. Second, I'd try to teleport under the map, then spawn a car. If that doesn't work, revert the game and OpenIV and try everything again. Hope this helps!
