    Ok so I think I fixed it or I did, I have an mod called maniac callouts. I clicked on the ini and set these 2 to false
    Show Blip Traffic Events = False
    Show Blip Pedestrian Events = False

    make sure to add those lines to your lspdfr.ini under gta5/lspdfr:
     
    WorldEvents.IntervalMultiplier = 0.0f
    WorldEvents.MaxNumberOfEvents = 0
