    That seemed to fix it, I guess I broke something in my mods folder.
    Figured out my issue, I had to update my gameconfig since it was outdated.

    I finally figured out the issue to this bug, the problem wasn't with lcpdfr but with gta iv since it kept trying to load more vehicles with no memory so to fix this I downloaded this script that increases the vehicle memory budget to the amount that equals the vehicle size https://gtaforums.com/topic/744584-reliv-rilbudgeted-population-budget-adjustertaxi-bug-fix/ here is the link.
