    It shouldn't turn off by itself. It turns off when reloading the LSPDFR plugin, initiating a traffic stop, or obviously going on a call. If you have a plugin like Grammar Police, make sure you are setting yourself as available. You need to either end the callout using the END key if you're playing complete vanilla LPSDFR or make sure you are actually on duty through plugins like Grammar Police and/or Callout Interface.

    Find the SlimDx file in the main directory. Right click on the file and find properties, click properties. Go to security Click edit permissions Give the file permissions to Read, List Folder Contents, and Read & Execute.  Restart your PC It is possible you may need to do this for your entire Grand Theft Auto V folder, though the error is specifically with that file. If both of these do not work, try reinstalling your Windows .net framework.

    Here are some general ideas for you, since it is relatively unique for this to occur. Without the log message, I can't say for certain which, if any of these, will help you resolve the issue. Try step 1 first, as it is the most likely cause.
     
    Ensure the items listed in the error are listed in dlclist.xml (mods/update/update.rpf/common/data). You can find the base-game dlclist.xml in update/update.rpf/common/data and replace the modded one with that, though you will need to add all your addons back to this one. Ensure the patchdays are located in your mods folder (mods/update/x64/dlcpacks) and/or in EUP, and EUP is installed correctly. If you use the LML install version, try installing it using the .oiv version. Also ensure you have either Law & Order / Serve & Rescue installed, as it could simply be trying to look for missing files. Try removing the DLC's from your mods folder and base game and verifying your game files. There could be a corrupted archive.

    Your ScriptHookV & ScriptHooKVDotNet content belongs in the main directory, not the scripts folder. Move all 6 files to your main directory and see if any of them work/load.

    Also, when launching RPH, hold you left shift key for about 5-10 seconds and change the plugin threshold timeout to 60000. From there save and launch.

    It sounds like there is something to do with your mods folder as you mentioned. I would try removing any recently installed mods and see which may be causing the issue. Though, it is always possible it is more than one.

    Try either running GTAV as an administrator or find your Grand Theft Auto V main directory, right click the folder and find "properties", find "security" and "edit permissions", and allow it access to "Read & Execute", "Read", and "Modify". Save these changes and try to launch the game again.

    Try finding the commandline.txt file in your main directory and delete the contents inside, save. Do not delete the file itself.

    The default non-els key is "E", "H" is for headlights.

    This sounds like you have either a faulty XML (ELS) file, installed in the incorrect place, or you have scroll lock on.
    Ensure scroll lock is off before trying to click any of the keys (like CNTRL+P). It should not display red text saying it is active.  Ensure the model is named correctly in OpenIV & your ELS file, they should have the same name. Ex: A "police" model in OpenIV will use the els file called "police" Ensure the models XML (ELS) file is in the correct location in addition to being named correctly. It should be in Grand Theft Auto V -> ELS -> pack_default Also ensure you replaced the ELS file with the one you got from the pack. Simply replacing a vehicle with a ELS file already there does not work.  Simply reinstall the vehicle model. Ensure you have the latest version of ScriptHookV, which ELS depends on.

    I am not saying it is not working, not in that manner atleast. I am saying sometimes things can be misplaced when doing it automatically. You have cars that you can see in game, though either you have tinted windows, the ELS is in the incorrect location, or it is a bad XML (ELS file). 
     
    I should mention ELS is multi-stage (3), so you may need to hit the J key more than once to actually see lights flash. If you installed it in the incorrect location, it is likely that either some, or all, would remain on at a static and keybindings would not work. 
     
    Hitting ALT J would immediately bring you to stage 3 lighting.

    Those of which are not loading are either outdated, missing a dependency, has an outdated dependency or are simply discontinued in terms of updates. Some recognizable ones by reading your log are;
    686 Callouts (Outdated/Outdated Dependency) UK Callouts (Outdated, not quite sure if discontinued based on the files comments) Airport Callouts (Outdated/Discontinued) County Callouts (Likely outdated, not 100% positive) Typical Callouts (Outdated) Custom Pullover (Outdated/Outdated Dependency)  
    I could very well have missed something, though anything not currently loading is either outdated, which you can simply update, or discontinued.

    If when running RagePluginHook it gives you the option to "allow" the blocked file, click allow. The file it is blocking is a file that RPH creates to "hook" to the game.
     
    If it doesn't give you this option, go into Windows Settings -> Privacy & Security -> Virus & Protection -> Protection History -> Allow the file it flags

    Sounds like you need to update ScripthookV, which ELS depends on to work. Install the v2944 updated version here and try utilizing it again. 
     
    It is also unlikely, though ensure your scroll lock key (SL) is not active. In other words, ensure there is nothing saying ELS is locked/disabled.

    I recall having this issue suddenly before so I figure I would relay it to you. If I remember correctly this is caused by a keybind in simple trainer or another trainer, although I am not quite sure the "power" of other trainers. While it seems frustrating, I simply fixed this with disabling the keybind option in "options" of simple trainer.

    All peds (to the best of my knowledge) use Michael's breathing, where as you have different effects (Ex. Scream, pain infliction, falling, etc.) for both the female and male. Unfortunately I have no idea how to change each individual peds breathing, although I use a female inhale/exhale replacement, although this will replace the entire file, so if you were to presumably use a male character suddenly you would have the female inhale/exhale unless you were to replace it each time you wanted to switch a character.
     
    If you do end up using the replacement with the link provided above and do commonly switch between a female and male character, I strongly suggest backing up the file it has you replace.
