There are two ways of archiving that:
1. Go on duty, at the outfit selection menu, use the in-game components editor to "build" your officer; then record the number under each components, and edit the outfit.xml with notepad, in lspdfr - data - custom.
2. Use "skin control," edit your character through the in-game menu, then save.
