    I have the same issue with a red Issi, from what I understand you open up lspdfr.ini and change Ambient.DisableEscapedSuspectEncounter from false to true.

    The issue you're encountering only occurs when GTA V cannot load the multiplayer map. This is usually caused by a bad mod. I would be very very surprised if you are not using a mods folder (or lml folder).
