Like most things Tennessee, we like to keep it simple; this is no different. I present to you: Goodlettsville police department, enjoy y'all. All blue ELS is strongly recommended (It'd be wrong to use anything different)

For the reflective livery, it is included in the file as "sticker". Open vehicle's YTD file and search for "reflective", the process is exactly the same as you would for replacing default textures.

Grapeseed police texture, nothing too crazy but gives you that sleek small town feel. I personally recommend running this with all blue ELS.
