I'd like to add CalloutManager is outdated, so pls remove it.

I found one thing that i do not like:

Adding a 'smiley' inside a message-write, is just strange
If i am right, you should avoid issues if you disable [Chaos Callouts]
If that does not work, then you must disable all call-outs & MODS -Disable not remove! -And then you must enable the plugins one by one, and take notice where your issues starts.
There is no crash-information in your log.

Try to install RageNativUI. Or start RPH, click on the settings symbol, then on Plugins and then press "Uncheck all" after that click on "Don´t load any plugins on startup". Then Save and launch.
